This may be farfetched but, what if the big hangers are nothing?

They were built so noone could see the excavating to make these tunnels?

Now someone said about houses having basements, well these buildings would too, and maybe even basements, for the basements, with tunnels linking the buildings, that way they would have one building with several storys only it doesnt seem it, and they can go from hanger to hanger, building to building discretely.
