Some civilian airports have observation areas. Most military airports will tell you to take a hike, but you can often watch from points off base. You may be asked to leave. If so, it doesn't hurt to call the public affairs office and complain.

The best plane observation I ever did was in the Oakland airport "Tower Lounge." They had a bar in the control tower. Literally, you were one floor lower than the FAA. We would go their for lunch, drink beer, and scan. The bartender got a real kick out of it. Post 9/11, it was shut down for security reasons. [Doh!]

It would help if you said which airport you had in mind.
