Only if you have 121.5 dialed on your com or read a sign to switch to that freq. that the interceptor might hold up.
Groom may or may not give a call, Nellis is in charge of the MOA surrounding R-4808.
All ATC facilities can "ping" but only if you are in line of sight. When Joerg and I flew up to Rachel we were in and out of Nellis radar coverage even at 8500' MSL. If Nellis and Bald share radar they will see a primary return regardless of your transponder being on or off.
