Using that logic, why do people have basements in their homes?
I'm definitely not a construction specialist, but I'd bet that it's not always less expensive to build up instead of down.

Look, I'm not going to go out and say that there are numerous tunnels and underground bunkers inside 51, but I do know (personally) of one government facility that has more than 5 levels below the surface. I'm sure there are more buildings/facilities that have similar layouts. I'm willing to believe that they would have some sort of underground structure to house expensive assets in case of an explosion/attack. However, I'm not sure if the theories of grand underground complexes/cities are very plausible.
That's my story and I'm sticking to it.
