An aircraft is a better idea, faster and wont be affecting the road sensors, you would have to contend with radar, but its not that hard to make a stealth aircraft. You can also go a lot faster in an airplane than a race car zipping along the dirt, and you also dont have to worry about the car flipping.

Use the SR-71 for the camera setup.

4 high speed cameras in the belly, turn it on when you pass over the base at high speed, and you can have a nice slow pan over the base, just make sure the cameras are going abou 500- 750 frames per second, and the plane is going about 350 mph or faster, 500 mph would be about right.

It is a lot of work, you can make an afterburner on the plane for the trip home, but only for the trip home. Got another thing you probably didnt think of. equip it with chaff and flares. Might as well go all out. Just make sure you can recover it and get out of there, be stationed about 50 - 80 miles away, and you may have a shot. Just hope you have something to download the video while avoiding other aircraft.

Again, make it ultra maneuverable.

Grand total for 1 plane and cameras and radio gear for the one plane.

$25,000 - $45,000.

Anyone with a nice wallet feel like sponcering this endevor.
