It would be ideal to make it radio silent. Might be possible to design the device in such a way that it stores data and sends it out in spurts- to make tracking it more difficult, and make it unclear whether or not you're getting any data back from it. This is, of course, assuming that you're interested in actually getting something from the device. Might be worth it just to crash (or have shot down) a remote controlled vehicle into dreamland. Don't be ridiculous- the first attempt on something like this HAS to work, if you expect to get images back. Once it's been done once and failed miserably (I'm sure they'll make sure it crashes), they'll be expecting more advanced devices. The best bet is something that runs on its own, and is flimsy enough to destroy the electronics when it fails. A kill-switch might be a good idea. You don't want it to be clear that you've done anything other than send a crappy toy plane into dreamland. Especially if you'd like any of the footage to see the light of day before you're in prison.
