Why can't it just be a blimp? Of late, many of the government's most successful projects have been those that are cost-effective, like UAVs that can fire weapons and/or stay over a target for a long duration. Doesn't a "stealthy blimp," especially as a semi-rigid airship, offer all kinds of possibilities for stealthy surveilance? And why not test their stealthiness out by reserving some airspace over some populated areas for a few hours to see if the "stealth" works?

If there are any aliens involved, they're from Mexico, if you ask me.
