The distance of 26 miles is one hurdle, mostly for control but fuel is a problem as well. RC planes don't carry much of a payload.

This question pops up frequently, and the answer is the task is not simple. Who wants to spend $10k on a project that the USAF will shoot up while in the air. A few years ago the Mercury News reported that some attendees from Defcon sent a balloon over Groom Lake with a bit of foil attached just to make sure it showed up on radar. The claim was a jet was scrambled to shoot it down. I'd suspect the pavehawk would have been used.
