Looks like fairly normal light distortion because of transsonic shock waves. I saw the same thing, a famous pic of Thrust SSC at Black Rock Desert during its supersonic runs and the background was distorted linearly by the shockwave pattern. The rocket as it spirals probably has quite complex shockwave patterns so that's why you see the wierd shimmy effect.
