My whole take on it is this. Most people don't usually see drawings or pictures. If you look at the F-19 model, it contains "features" of the Have Blue and F-117A that he might have received from people. I mean, of course, without seeing a picture, try explaining faceting to people who know the latest technology as the F-16? ;) 1) It has the inlets on the top and the intakes are designed such that RADAR can't see the engine faces.(Have Blue and F-117) 2) It uses the landing gear from an existing aircraft (The model had F-18 gear, Have Blue had F-5 gear and doesn't the F-117 have modified F-15 gear?). 3) It has an internal weapons bay for two air to surface weapons.(F-117) 4) It has angular features which are really noticable at the cockpit. (Have Blue and F-117) 5) It has a continous edge all the way around its' planfom. (Have Blue and F-117) 6) It has sort of a delta/arrow head planform. 7) It has flat nozzles at the rear. (Have Blue and F-117) 8) It has twin fins canted in. (Have Blue) Based on a series of hints like that, I can see how testors would have ended up with their F-19.
They probably told him:
(Have Blue and F-117)
