Maybe Nellis AFB could consider installing a 'Spotters Enclosure' as seen at RAF Lakenheath, Suffolk, England. It 'corals' enthusiasts where they can be safely entertained; enables CCTV surveillance to check if that telescope (or telephoto lens) is really a rocket-launcher; and promotes good-will between supportive spotters & the military... To some (like a few of us Brits - who have had to live with a very potent 'terror threat' for many years), it sometimes seems 'weak' (not to say defeatist) to start closing museums (Edwards) and chasing spotters away from fencelines!
