Anyone who go to the fence and photographs a facility is OK in my book. My guess would be US experimental avionics or elint/sigint get tested all over the world since hopefully such gear won't be used in the US.That is you need field testing. Thus you might see an ordinary bird in the UK with an extra blade or pod on it.
