Yes, the L is local and as Jim Bob said the times are what has been done in the past.

The notams are supposed to be done in GMT (or do they call it UTC). The conversion isn't too confusing for the day exercises, but the night exercise times in GMT are tricky since the times listed as the next day due to the 7 or 8 hour difference in GMT versus local.
