There's no rule that prohibits you from bringing it onboard, however you cannot use it during the flight.

I believe the FAA says that certain electronic devices can be operated at the captain's discretion, however most major airlines have their own policies that prohibit radio receiving and transmitting equipment onboard.

I regularly travel with a ham radio in my carry on, which is capable of transmitting 5 watts, and have no problems.
