The numbers stations are for spys. Some are domestic from the CIA, but most are not. The domestic numbers stations have been traced to either Virginia or West Virginia (I can't recall). I always had my suspecions about basecamp being used to send numbers since it has a rather elaborate Antenna Products inverted conical monopole antenna.

The numbers stations are not to be confused with the EAMs, which are sent to planes, ships, and subs by the DOD. USAF EAMS go out over GHFS (or whatever they renamed it).

Both the numbers stations and EAM have unbreakable codes since they are not pseudorandom, but actually are based on real random numbers. This scheme requires both parties to have the same codebook. I'm not sure how it works today, but it used to be that you would record the EAM number sequence with a wax pencil on a special marking board. After the confirmation was done, the wax would be scraped off and melted. Now since the messages are heard world wide, this elaborate wax melting scheme can't be to protect the coded message. I suspect the USAF attempted to hide the identity of the airplane receiving the message, i.e. remove all traces that the message was ever recorded.
