Summer Pulse 04 is the combined 'use' of seven CVN's in exercising with foreign navies on 'combined warfare' and operations.
Seven Carriers are not near China.
Considering USS Enterprise (part of Summer Pulse 04) is in United Kingdom Waters (Exercise JMC-04 and FOST) and USS J.F.K lost an F/A-18 Hornet in the vicinity of the Azores (mid north Atlantic) last week or so.
George Washington is also in European Waters.
