I suggest car camping near the TTR. The area has more wildlife than you encounter in other parts of the high desert. The last time I was there the coyotes just howled and barked up a storm, not giving me the warm and fuzzy feeling. The wild horses aren't much of a problem, though they are very curious and will watch you from a distance. I've encountered big horn sheep out there, but they just run around in a pack, kind of oblivious to your presence.

It is public land, but a fire on Brainwash will be easy to spot from the base. I don't recall there being much to burn on the hill, but you could find some junipers near the road at the base of the hill. There is also a camp site there.

I don't make it a point to hide at the TTR, but I don't exactly set off a flare either. The Groom Lake helicopter patrol will spot your vehicle if they are any good. The patrol comes in from the south then follows the road though Cedar Pass, heading east.
