Conversion of GPS points due to Time differences??

Do i need to convert the GPS points for area 51 posted on this page to -8 due to the time difference? How does that work? Will my GPS compensate for the pacific time zone around area 51? Also, would it be ok for me to bring a GPS in a personal bag onto a plane or does it have to go to baggage claim?
