Presidential Security Clearance Question

Something I have wondered about for some time, can a sitting president request and be granted access to any and all government installations? In other words does a sitting president have carte blanche security clearance? It certainly seems like he would. But I seem to remember an interview with Jimmy Carter where he questioned then CIA directer George H.W. Bush in reference to the UFO controversy he siad was rebuffed and Bush declined to give him any info at all. That struck me as odd.

I actually wrote a snail mail letter to the white house during Clinton's administration asking about the security clearance level of the president and his levels of access. They of course sent back a very courteous letter indicating they would not disclose that information to me.

So whats the general opinion?
