That is a Northrop-Grumman artists concept of one of their Supercruise B-3 designs. It was designed to supercruise at M=2-2.5 (Somewhere in that range). They also have artists renderings of a Hypersonic Waverider concept for the B-3 as well.

However, I think you are more likely to see a version of the FB-22 or B-1R, than the B-3. Partly because the USAF is now looking at large UCAV's to fulfill the role as well.
