Sorry, again, to interject (I'm posting like crazy today, and it's all on the defense, heh...), but there is no sure way Bush knows everything that we have. I mean, he could and for one reason or another not want to use this, but he might be totally in the dark. I hate to cite a movie becaue I know they are fiction, but in Independence day it's a rather good example of how some sections of the government can operate without the Presidents full knowledge. Of course, I'm sure he knows a little bit of what goes on there (he has to fund them and all), but maybe not everything.

Also, not everything might be ready to be used. Some could still be in the developing stage. I mean, they kept the B-2 a secret for who knows how long (I'm sure somebody here knows, but I'm unclear on the years).

Again, this is all theory.
