The address (Francis Perkins Building) is under the Department of Labor. Searching their website, I came up with:

This is unfortunately not "F" Hines, but "H". A search on switchboard.com turns up quite a few William F Hines, but I'd like to blame the one in CAP (Civil Air Patrol}:
