A handheld NAV/COM radio will tell you in which direction the VOR is, but none that I've seen have DME (Distance Measuring Equipment) capabilities. Just keep changing the bearing indication until the CDI (Course Deviation Indicator/needle)is centered. The bearing will be the magnetic direction to or from the VOR.

Another possible scanner search ---
From satellite photos it would seem Groom has an ILS instrument approach. (You can almost see the antennae in the appropriate places.) Civilian frequencies would be 108 to 112 mHz. Also, marker beacons may be part of the system. Frequency is 75 mHz and location is along the approach path at various miles out. These all may be difficult to hear. The ILS is directional along the approach path and the marker beacons are EXTREMELY direction, straight up from their locations.
