Considering where the picture was took also, it is one of the most heavily used areas around the United Kingdom FIR for military aircraft, with several AARA's and tactical training areas within spitting distance of the location.
In my opinion i dont think any black programme would be flying in daylight over the North Sea in full view of many other aircraft, ships, many oil rigs/support ships and ground based radars, stealth or not. Especially tanking with a KC135 which i assume was from the 100ARW at the time with the F111s coming from either Lakenheath or Upper Heyford.
