During Red Flag, live weapons are used when conducting the ground attack profiles. Take a look on the ramp at Nellis and you will see aircraft on the 'hot' area with warning signs and live weapons in view on the hardpoints. For some nations participating it is the only way they get to drop live weapons in a hostile environment (although of course the 'hostile' part is simulated in the way of smokey SAMs and various Threat simulators)
However, the air combat phases of the exercise do not of course carry live weapons, they carry inert rounds and an AIS pod.

As rightly mentioned of course, the tactical weapons school does carry out many live sorties when Flags are not ongoing along with many inert sorties dropping the 'blueys'.
