Agreed on the FL. In the attached clip, which I recorded on Monday between 10am and 4pm on 369.9MHz (LA center special use for high altitude) you can hear both "xray 27" and "indian 72" state their altitude as "above flight level 6-0-0" (60,000ft).

The handoff to Edwards does not go via the "normal" LA center freq., but directly from the special use freq. to Joshua approach. No mention of the purpose of the flight, or the type of aircraft.
