Look up any Janet tail number on landings.com and you will see they are owned by:
Owner Name : DEPARTMENT OF THE AIR FORCE
Owner Address : PO BOX 1504
LAYTON, UT, 84041-6504

You can also do an owners search on DEPARTMENT OF THE AIR FORCE and get all the Janet tail numbers, though the new Beech with winglets hasn't shown up in the registry.

Note that while the McCarran noise abatement hours are 2000 to 0800, this does not pertain to 25L or 25R. Janet flights routinely leave before 0500, so they seem to be immune from noise abatement. Other than darkness, there is no reason why T&G couldn't be done at McCarran since the Janets seem to own the early hours.
