There is a theory (to which the author may claim credit if he wants) that federal holidays may be the best time for the base to do really secret tests since there is less personnel at the base. Of course you would still have to hang out near the gravel or some other good observation spot in the end of November, which can be a bit unpleasant. Since there is no flag exercise or weapons school, anything you see should be the real thing. On the other hand, you can freeze your butt off.
