Members of the military and retirees are still able to get landing permits for personally owned aircraft.. Military contractors are also issued landing permits as part of contract requirements.

Most of the time they are issued and re-issued on a yearly basis and can be issued on a base-by-base, by branch of service or "all US military airfields" basis. Of course that's with one or two obvious exceptions, since those bases "don't exist".

You are right about civilian aircraft visiting bases being severely curtailed. I know it was a real chore to handle all the paperwork to arrange for landings by non-military aircraft and if there was a requirement to refuel it got absolutely ridiculous. And that was in the days before 9-11.
