Well, that is a good question. These notams appear during red flag, but we don't know if the same notam is used at other times.

I put in a link to a red flag related article. This group doesn't begin operation until the 19th of October.

You might find it interesting to download the high res photo of the operations center as well. There are always interesting things to pick on out these photos. For instance, the signs hanging from the ceiling. One reads "DCA", which is Washington National Airport. The signs correspond to projector TV screens. You can spot a few Sun workstations and even a diet coke can. [Most of us are familiar with Pepsi and the subsequent reactor meltdown at Three mile island, which became known as the Pepsi syndrome. Glad to see the USAF is using diet Coke.]

Wearing cammo in a big computer room makes lots of sense, right? ;-)
