There are tricks to get around darkened windows, but looking into a cammo dude vehicle from above (to see the MDT) will not be easy. In any event, it doesn't matter HOW the plate was run, but the fact that it WAS run.

There are federal versions of MDTs, though I haven't seen them on the surplus market in a few years. The police MDTs show up on ebay periodically. I provided a link to one, though it is not what I typically see in police cars. There are two other MDTS on ebay as well. Unless they screw up, the encryption is disabled from these MDTs before they end up on the surplus market.
