The double gate, known as a "truck trap" is there to comply with new federal laws for military and nuclear installations' security upgrades. When the AF took over the area, it probably had it's hands full to upgrade the peremiter to federal code, hence the expensive budget. Look for more, and hardened base peremiter security access. This is all in the wake of the Oklahoma City truck bombing and lessons learned. Federal installations must have the ability to defeat a threat like the one the blew up the federal building, and similarly the Marines' barracks in Beruit. AREA 51 is no exception to that law.
