I remember seeing one of these (tethered) near Tomstone, AZ back in April 1996. When I first saw it, I couldn't identify it because of the range. But, eventually realized it was a tethered blimp. Now, I wondered, "what the heck is it used for". Turns out, the INS (Border Patrol) was using it to minitor movement on or across the border. Thud
