URS corporate HQ is in San Francisco. If there is a meeting in Las Vegas, I suspect it is not a shareholders meeting but something else. In any event, you can buy one share of URS and attend their shareholders meeting. There is no listing on the urs website of a shareholders meeting at the moment. The address you posted is the location of the URS Las Vegas office.

URS sucks? They're just another military contractor. As most of you know, Diane Feinstein's husband runs URS. As Ike said:
