If this is a new runway, then it appears it would only be usable for launching an aircraft to the east.

The alignment seems to be an almost south-west to north-east one, almost perpendicular to the runways and pointing more or less straight at Tikaboo. This means the hill where the water tank farm is located is directly behind the western end of the runway, seemingly precluding a launch towards the west, a recovery from the west, and maybe even a recovery from the east in the event of a go-around! This seems to leave only the possibility of a launch to the east.

The other possibility is that it's a wide taxiway that provides a short-cut for a large aircraft from the ramp in front of Hangar 18 over to the eastern-most of the two runways, as it appears to terminate there.
