Silicon Valley has had it's share of black projects run out of ordinary buildings. This can work, but there are infrastructure issues that can get in the way. For instance, residential neighborhoods generally do not have 3 phase power, so there are limits to what you can do in a garage. Arc Welders generate some TV interference, so routine industrial maintenance will not be very secret.

A case in point is the Varian ion implanter prototype, a device that was developed in an industrial park near a pocket of residential development. The shielding on the prototype was not very good and it managed to alter images on TVs in the neighborhood. We are not talking the usual RF interference, but rather the magnetic field would defect the electron beam in the TV CRT enough to be noticed. With no shortage of geeks in the area, the source of the interference was soon discovered.
