The link you posted appears not to be working, but there already have been five spacecraft launched by the United States with radioactive material on board. The five are:
Pioneer 10 (Mar 3, 1977)
Pioneer 11 (Apr 6, 1973)
Voyager 1 (Sep 5, 1977)
Voyager 2 (Aug 20, 1977)
and Cassini (Oct 15, 1997) that is now on its' way to Saturn and due to Arrive in early July of 2004.

I believe that the Soviets also launched one or more earth orbiting payloads that had reactors for power, I recall something a number of years back about a satellite reentry somewhere in Canada where some of the radioactive material survived reentry.
