Though the oath says "domestic", the military is not allowed to be used against civilians. The latin is posse comitas or something like that. Remember that the presence of Delta Force at Waco caused quite a stir. They were only there as "advisors", not in a military capacity.

Now the national guard can be used against civilians. The guard reports to the state, not the feds. In fact, the 2nd amendment is what allows the national guard to exist, i.e. they are the well regulated militia. [Sorry to burst any ones bubble, but legal scholars all agreee that the right to bear arms is not a right of the individual, but rather the state. This is why the NRA never uses the 2nd amendment in their legal challenges, though they talk about it plenty.]
