At issue is whether Boeing illegally obtained and used competition sensitive documentation from Lockeed on the Atlas V rocket. In 1996 Boeing found itself in a fearce competition with Lockheed for the EELV program.

Here is the scandel in a nutshell:
Kenneth Branch of Lockheed shows Boeing reps a presentation of Lockheed rocket projects to Boeing personnel and he is hired. In 1998 the Air Force chooses Boeings Delta IV as the winner. Gale Schluter fires Branch and his supervisor Erskine for using Lockheed documents.

Federal agencies (SEC, Air Force) are conducting an investigation into the matter. Inquiry could imperil expansion of defence work for the Boeing Co.
