A great many of the vehicles in the satellite image would be motor pool vehicles that never (or rarely) leave the facility. A handful of POV's enter through the GLR entrance, a few more through the Back Gate and I'm sure that a couple of dozen or so would come in through the Mercury Gate - those would most like be from workers that reside in Indian Springs, Beatty, Lathrop Wells, and the Amargosa Valley.
