The people getting on and off the Janet flights and white bus are both civilian AND military personel. The military personel are told NOT to travel in uniform. Many of the individuals seen getting off and on the Janet flights carry knapsacks and bags suitable for staying overnite or even a week. the consensis is that some individuals stay all week at A51, and fly back on their Friday.
A civilian aircraft flying into A51 will be told to not enter the area as it approaches, and depending on how deep it flys and what kind of threat it poses will determine if it would be escorted to a landing or engaged. After 9/11 I believe that an aircraft that is unresponsive or uncooperative after escort has been established would be targeted and engaged within the current ROE.
