You might have a case filing Groom, or more general Emigrant Valley, as a historic site. Besides several historic mines within the restricted area there is the story of Jerry Freeman, who hiked almost all the way up to Groom Lake from the south in search for a historic campsite of the 1849 wagon trek that ended up giving Death Valley its name. For those who are not familiar with Jerry's story, see the attached link.

That said, can you tell us more about the benefits of having Groom declared a historic site? Does that mean access to more information, or to the site itself? Interesting idea...
