The footage was taken from Las Vegas (I believe from the Boulder Strip) looking in the general direction of Area 51. The mountains seen are the Sheep Mountains. Notice that one object moves briefly in front of a mountain peak, placing it definitively in the Las Vegas Valley. As far as what they are - that's much harder! I've seen birds (swifts to be exact) fly in similar patterns, but I don't know where the lighting would be coming from to keep them visible for such a long period of time.
I have also seen similar flight characteristics in the restricted airspace above Groom Lake a few times over the years during total darkness. This appeared to be of equal intensity to infared suppression flares except for the movement.
