If it would make my day, I'd do the work, but that photo is pretty low resolution. If you really want to find your way around the photo, get a copy of the OziExplorer (see link) and a topo map CDROM. Here is the procedure to find your way around the photo:

1) load image in photoeditor and convert it to a bmp format
2) read it into the shareware version of the oziexplorer
3) from the topo CDROM, get the coordinates of corner of Nevada over Lake Tahoe. That will be the first calibration point to feed to the oziexplorer.
4) Get the coordinates of the upper right hand corner of Nevada and feed it to the oziexplorer.

Once you have the image calibrated, you can pick off spots on the topo map and compare them to the image.

I've calibrated many scanned maps using this technique, including a crash site map and a few gamma radiation survey maps. It is quite simple to do.

Find me a good satellite image covering groom lake and I'd gladly do all the calibration.
