I'm more inclined to believe it is an encryption key. Generally for long distance communication, the data is encoded using error detection and correction techniques. The technique can be used to encrypt at the same time.

We had the feds bust a vendor at the local flea market for selling DES [defense encryption standard) modules that go into motorola radio. You really need to watch to whom you sell encryption hardware as most of that stuff has special export restrictions.
