I doubt its a backup for the McCarron tower, rather it could be just a 'local' control point for the Janet ramp area, possibly only used during peak movements. Control towers at airports are really only used for ground control these days - most of the control of the airspace takes place from a screen/s in a room off-site or at ground level with no views.
