That "tower" looks like something the FAA uses when an uncontrolled field needs a temporary tower for some special event, like a fly-in or the like. I saw (and talked to one) some years back at a Houston reliever airport when the American Bonanza Society had a fly-in meeting. I'd guess this one is just parked there, although it might considered a backup, in case anything goes wrong at the regular McCarran tower. From that location though, I don't think they could see the approach to runways 25L and 25R. But being a trailer, it could be quickly moved to a better spot. --
