AFAIK, the only landing sites are Canaveral, Edwards and White Sands. It takes more than a long runway. The shuttle has to be programmed for each site, from the de-orbit burns to the auto-pilot guidance on the approach track to the landing site. It's my understanding that the shuttle is on auto-pilot up to the final approach.

Getting all those number computed and uploaded for somewhere else would take time, probably days. The usual reason for delays in landing is the weather, and in one or two days the weather usually clears at one of the normal sites.
