You can get the date of the image by going to the official terraserver website at
http://terraserver.homeadvisor.msn.com/
Go to "advanced find", then geographic link, which should be this page
http://terraserver.homeadvisor.msn.com/geographic.aspx
Remember to make the longitude a negative value. The image data shows up just above the photograph, which in this case is 28 May 1994. If you click on the info button, you can get a bit more information such as:

Photographed on 28 May 1994 digitized on 04 May 1998
