Not sure about the purpose of the four vertical antennas surrounding the "donut". The donut itself seems to contain a rotating radar. Here is a photo of the site that I took before the cover was put on.

Chuck and I were speculating why they need the "donut" cover (which is likely transparent to the radar signal). Possibly to protect the radar from the extreme temperature differences out there between day and night. Even a small thermic expansion of the metal reflector would alter the frequency that the system is tuned to.
